미 국무부 관리들은 9일, 안보리 의장성명을 미국과 한국의 목적 성취라고 평가하고 있습니다. 국무부 관리들은 안보리 의장성명을 평양 당국의 외교적 승리라고 평가한 유엔 주재 북한 대사의 주장을 일축했습니다.
안보리 의장성명은 여러 주일에 걸친 외교적 협상 끝에 9일 안보리 전체 회의에서 만장일치로 채택됐습니다. 성명은 지난 3월 26일,한국 해군의 천안함 침몰 사건을 규탄하고 북한 어뢰에 의해 천안함이 침몰한 것이라는 한국 주도의 조사결과와 관련해 깊은 우려를 표명했습니다. 성명은 또 천안함 침몰에 대한 책임을 북한이 부인하고 있음을 지적했습니다.
의장 성명의 신중한 표현은 북한의 이웃인 중국에 대한 양보로 관측되고 있습니다.
그러나 미 국무부의 마크 토너 부대변인은 유엔 안보리 외교 협상에서의 중국 역할을 비판하지 않은 채 미국은 안보리가 한 목소리를 낸 것에 만족한다고 말했습니다.

토너 부대변인은 안보리 의장성명 채택을 자신들의 외교적 승리라고 밝힌 북한 주장에 대해 과장된 언급에 대응하지 않겠다고 말했습니다. 토너 부대변인은 천안함 사건에 대한 후속 조치 가능성에 대해선 언급을 회피했습니다.
백악관도 안보리 의장성명은 한국 주도의 천안함 조사결과를 지지한 것이며 한국에 대한 그 같은 공격적 행동을 국제사회가 용납하지 않을 것임을 북한에 경고한 것이라고 말했습니다.
한편, 힐러리 클린턴 국무장관은 서면 성명에서 한국과의 추가 협의를 위해 7월 중에 서울을 방문할 것이라고 밝혔습니다.
토너 부대변인은 그 밖에 북한에서 미국의 이익을 대변하는 스웨덴의 한 외교관이 북한에 억류돼 있는 미국 시민, 아이잘론 말리 곰즈 씨를 북한 당국의 허가를 받아 9일 만났다고 밝혔습니다. 토너 부대변인은 스웨덴 외교관이 곰즈 씨를 만난 것은 북한측 요청에 따른 것이라고 덧붙였습니다.
토너 부대변인은 그러나 자살을 기도했던 것으로 알려진 곰즈 씨의 상태가 어떤지에 대해서는 개인의 신상문제를 이유로 구체적으로 밝히지 않았습니다.
곰즈 씨는 지난 1월 북한에 불법 입국한 혐의로 유죄판결을 받아 8년의 중노동 형을 선고받았습니다.
수상쩍은’ 천안함 결과발표 일정
‘노풍’ 덮고 ‘월드컵 훈풍’ 탈까
오는 20일 천안함 침몰사고 조사 결과가 발표된 뒤 힐러리 미 국무장관 방한과 대통령 대국민담화, 국방부 대북성명 등이 잇따라 나올 예정이어서 정부가 6·2 지방선거를 앞두고 ‘북풍’을 유도하려는 게 아니냐는 의혹이 제기되고 있다.
천안함 조사 결과 발표 뒤에 있을 ‘노무현 서거 1주기’와 ‘월드컵 국가대표 평가전’은 이번 선거에서 정책 이슈 선점에 실패한 정부가 ‘북풍 몰이’ ‘전 정권 심판’ ‘월드컵 물타기’로 선거 구도를 이끌 수 있는 절호의 기회가 될 수 있기 때문이다.
군은 지방선거 공식 선거운동이 시작되는 20일 천안함 조사결과를 발표할 예정이다.
노무현 전 대통령 서거 1주기가 23일이라는 점에서 군의 천안함 조사 결과 발표는 노 전 대통령 서거 분위기를 희석시킬 공산이 크다. 이는 ‘북풍’으로 ‘노풍’을 막으려는 계산에서 나온 것으로 분석된다.
노 전 대통령 서거 1주기 다음날인 24일 저녁에는 한국과 일본의 축구 국가대표 평가전이 치러진다. ‘노풍’이 거세질 때에 맞춰 펼쳐지는 한일 축구 평가전은 현 정권에게 ‘이보다 더 좋을 수 없는’ 이벤트다.
26일에는 힐러리 미국 국무장관이 방한한다. 천안함 조사결과 발표 뒤 방한하는 힐러리 국무장관은 정부와 천안함 사건에 대한 한·미 대응방안을 논의할 것으로 보인다. 정부의 ‘북풍 몰이’에 힘이 실리게 될 것으로 보인다.
다음날인 27일에는 이명박 대통령의 대국민담화가 예정돼 있다. 군이 천안함 사건과 북한의 연관성을 강하게 제기할 경우 이 대통령은 안보를 강조하며 단호한 대응의지를 피력할 가능성이 크다. 30일에는 한국과 벨라루스 축구 평가전이 있다. 그리고 사흘 뒤 지방선거가 치러진다.
美, 천안함 관련 한국조치 지지해야"
브루스 클링너 미국 헤리티지 재단 선임연구원은 27일 버락 오바마 행정부는 천안함 침몰사건과 관련해 한국이 취하게 될 어떤 조치에 대해서도 지지를 보내야만 할 것이라고 밝혔다.
클링너 연구원은 한국과 미국이 취할 수 있는 조치에 대해 "중국과 러시아 정부가 더욱 강력한 국제제재에 동의하도록 압박을 가하는 것과 한국의 접근방식을 보완할 수 있는 징벌적 조치를 미국 독자적으로 취하는 것이 포함될 수 있다"고 설명했다.
그는 일부 한국인들 사이에서는 힐러리 클린턴 장관이 최근 나토(북대서양조약기구) 외무장관 회의에 참석한 자리에서 남.북한에 대해 가치중립적인 언급을 한데 대해 불만을 표시하고 있다고 지적했다.
클링너 연구원은 "클린턴 장관의 발언은 지난 1996년 북한 특수부대에 의해 한국의 시민 10명이 사망했을 때 워런 크리스토퍼 당시 국무장관이 남.북한 양쪽에 자제를 요청했던 기억을 한국인들 사이에서 되살리고 있다"고 밝혀 지금은 한국을 지지해야할 때라는 점을 재삼 강조했다.
그는 "천안함 위기는 미국과 한국의 양자관계가 매우 굳건한 시기에 발생했다"면서 "한.미 동맹의 힘은 미.일 관계가 삐걱대고 있는 것과 확실하게 대비되고 있는 만큼 북한의 도발에 대한 미.일의 일치된 대응은 미국에 있어 동맹의 가치를 부각시키는 계기가 될 것"이라고 말했다.

<긴급진단:천안함> 한.미 대북조치 무엇일까 연합훈련ㆍ경계태세 강화..유엔공조ㆍ양자제재"충분히 아픈 조치..불필요한 불안 조성 자제"
(서울=연합뉴스) 유현민 기자 = 민.군. 합동조사단이 천안함 침몰이 북한의 소행에 의한 것이라고 공식 발표하면서 한ㆍ미 양국의 움직임이 빨라지고 있다.
이명박 대통령이 지난 19일 버락 오바마 미국 대통령과 전화통화를 통해 천안함 사태의 공동 대응 방안 등을 상세히 논의한 데 이어 김태영 국방장관도 금명간 로버트 게이츠 미국 국방장관과 화상회의를 열고 가능한 대북 조치를 점검할 것으로 알려졌다.
군 소식통은 20일 "김태영 장관이 오늘 새벽 게이츠 장관과 화상회의를 가지려다 서로 일정이 맞지 않아 무산됐다"면서 "오늘이나 내일 중 다시 회의를 열 계획인 것으로 알고 있다"고 말했다.
한ㆍ중ㆍ일 3국 순방에 나선 힐러리 클린턴 미국 국무장관도 오는 26일 방한, 유명환 외교통상부 장관과 회담을 열고 천안함 사건의 후속 대응조치와 한미동맹 발전방안을 중점 협의할 예정이다.
이에 따라 자연스럽게 한ㆍ미 양국이 선택할 군사적, 외교적 차원의 '천안함 해법'에 관심이 모아지고 있다.
일단 천안함 침몰에 상응하는 '외과수술적 폭격(surgical strike)'과 같은 군사적 보복 조치는 무력충돌로 발전할 가능성이 있기 때문에 G20(주요 20개국) 정상회의 유치를 앞둔 한국 입장에서 현실적인 옵션이 아니라는 게 대체적인 관측이다.
대신 한미동맹을 바탕으로 연합 훈련 및 경계 태세 강화 방안이 가장 유력한 대안으로 꼽힌다.
실제 한ㆍ미 양국은 이미 미 해군 제7함대 일부 병력을 서해 또는 동해에 전진 배치하는 방안에 대해 일차적인 조율을 마친 것으로 알려졌다.
이와 함께 올 하반기 서해상에서 한미 연합 대잠훈련을 대규모로 실시하는 방안과 함께 긴밀한 공조를 통해 서해상 대북 경계 태세를 강화하는 방안을 추진 중인 것으로 전해졌다.
군 일각에서는 미국의 항공모함과 정밀폭격 무기를 탑재한 핵잠수함, 이지스함 등이 참가한 가운데 동ㆍ서해에서 대규모 무력시위를 하는 방안도 거론되고 있다.
1976년 8월 미군 장교 2명이 숨진 판문점 도끼 만행 사건 때 F-111 전투기 20대와 항공모함이 동해로 북상해 북한에 상당한 압박으로 작용한 전례 등이 있기 때문이다.
다른 일각에서는 북한의 모든 선박에 대한 해상봉쇄도 가능한 대북 조치 중 하나라는 의견이 나오지만, 이는 국제법상 전쟁행위로 간주된다는 점에서 가능성은 그리 커 보이지 않는다.
군 관계자는 다만, "해상봉쇄도 직접적인 교전은 아니라는 점에서 한ㆍ미 양국이 검토할 수 있는 대응조치 중 하나일 수 있다"고 말했다.
외교적으로는 유엔 안전보장이사회에서의 긴밀한 공조 및 양자 차원에서 가능한 대북 경제제재 조치를 생각해 볼 수 있다.
한ㆍ미 양국은 이미 천안함 침몰 사건을 안보리에 회부한다는 방침을 정하고 이를 위한 공조 방안을 협의하기 시작한 것으로 알려졌다.
특히 클린턴 장관은 아시아 순방에 오르기에 앞서 발표된 민.군 합동조사단의 최종 조사결과를 바탕으로 한국 방문에 앞서 들르는 일본, 중국에 미국의 입장을 전달하고 국제사회의 공동대응 동참을 촉구할 방침인 것으로 전해졌다.
아울러 한ㆍ미 공조를 통해 한국은 개성공단을 제외한 모든 대북교류협력을 중단하고 미국은 현재 취하고 있는 대북제재 대상을 확대하는 조치도 가능하다.
미국은 현재 행정명령 13382호에 따라 북한의 원자력총국과 조선단군무역회사 등 23개 북한 기관 및 기업과 김동명 단천상업은행장을 제재 대상으로 지정하고 자산동결 및 거래금지 등의 제재를 시행하고 있다.
외교 소식통은 "천안함 사건과 관련한 대북조치는 북한이 스스로 추가 도발을 자제할만큼 충분히 '아픈' 조치여야 한다는 게 한ㆍ미의 공통된 입장"이라면서도 "동시에 국내외적으로 불필요한 불안은 되도록 조성하지 않기 위해 고민하고 있다"고 말했다.

'천안함' 대북조치 속도 조절 조짐, 왜?
'북풍이 역풍 될라' 우려와 중국·미국 때문인 듯
군 당국은 우선 대북 심리전을 위해 군사분계선 지역에서 실시할 계획이었던 전단 살포를 당분간 보류하기로 했다. 전단 살포는 지난 24일 대북 조치 발표 당일 저녁부터 실시될 예정이었지만 기상 여건을 이유로 그간 연기됐었는데, 이제는 사실상 무기한 보류하기로 한 것이다.
군 당국은 또 이르면 6월 첫째 주에 시작할 예정이었던 확성기 방송도 지연될 수 있다고 밝혔다. 장비 수리에 시간이 더 걸린다는 게 표면적인 이유. 하지만 군 관계자는 <연합뉴스>에 "설치하고 실제 확성기 방송을 실시할 때도 상황 판단이 필요할 것"이라고 말했다.
다만 군은 24일부터 시작한 FM '자유의 소리'방송은 계속하기로 했다. 그러나 FM 방송의 주요 전달 매체가 확성기이기 때문에 확성기 없는 대북 방송의 효과는 미미할 전망이다. 심리전의 또 다른 매체인 전광판도 현재 가동되지 않고 있다.
개성공단에 대해서도 신중한 태도를 취하고 있다. 정부는 지난 주 국민들의 신변 안전을 고려해 공단의 평일 체류 인원을 절반 수준으로 줄였다. 그러나 통일부는 남측 인원의 완전 철수 등 추가 조치는 당분간 상황을 지켜보겠다는 입장이다.
통일부는 또 위탁가공을 통해 북한에서 생산된 완제품의 국내 반입도 완전히 차단하지 않고 사안별로 검토하겠다는 방침을 밝힌 바 있다.
정부는 금주 중으로 유엔 안전보장이사회 의장에게 서한을 발송하는 형식으로 천안함 사건에 관한 안보리 회부 절차에 공식 착수할 예정이다. 그러나 새로운 추가 제재 조치를 담기보다 북한을 규탄하고 사과 및 재발 방치를 촉구하는 일반 결의안이 채택되는 쪽으로 수위를 조절하고 있는 것으로 알려졌다.

북한은 24일 오후 인민군 전선중부지구사령관의 '공개경고장'을 발표해 심리전 방송을 재개하면 확성기를 조준 사격해 격파하겠다고 경고했다. 이어 남북 장성급회담 북측 대표단장은 26일 심리전 재개와 개성공단 존폐를 사실상 연계시켰다. 인민군 총참모부도 27일 같은 입장을 밝혔다.
이처럼 군사분계선 전 지역에서의 군사 충돌과 개성공단의 폐쇄가 우려됐던 심리전 재개를 잠정 연기한 것은 우선 지방선거 때문인 것으로 보인다. 천안함 사건이 위력을 발휘함으로써 선거 판세가 여당에 유리한 쪽으로 기운 마당에 더 이상의 '북풍'은 필요치 않고, 오히려 역풍이 불 수도 있다고 판단한 것이다.
여기에는 확성기 방송 때문에 휴전선에서 총격사건이라도 일어난다면 그 불똥이 어디로 튈지 모른다는 우려가 깔려 있다. 24일 대북 조치 발표 후 환율이 오르고 증시가 폭락했던 현상이 재연된다면 선거 판세가 요동칠 공산이 크기 때문이다. 한나라당 정몽준 대표가 26일 돌연 천안함 정쟁을 중단하자고 나선 것은 그러한 우려를 반영한 것으로 해석됐다.
둘째, 24~25일 미중 전략경제대화, 26일 힐러리 클린턴 미 국무장관 방한, 28일 한중 정상회담, 29~30일 한중일 정상회의 등 외교 무대에서 한국에 무조건 유리하지만은 않은 국제사회의 기류가 포착됐기 때문이란 분석도 나온다.
특히 중국의 입장이 한국에 유리한 쪽으로 단 한 발짝도 움직이지 않았다. 원자바오(溫家寶) 중국 총리는 이명박 대통령을 사흘 연속 만났는데도 불구하고 결국 "충돌을 피해야 한다"는 말만 남기고 돌아갔다. <AFP> <AP> <로이터> 등 주요 외신들은 일제히 한국이 중국을 설득하는 데 실패했다고 평가했다.
일부 언론들은 최근 중국이 남·북·미·중이 함께 참여하는 천안함 공동 조사를 제안했다고 보도했는데, 이게 사실이라면 한국 정부로서는 난감할 수밖에 없다. 조사 국면을 끝내고 제재 국면으로 가겠다는 계획에 차질이 빚어질 뿐더러 20일 조사 발표가 완전한 것이 아님을 시인하는 셈이 되기 때문이다.
정부는 일단 보도를 부인했지만, 북한이 관영 매체를 통해 중국의 공동 조사 제안 사실을 공개하고 나선다면 일이 꼬일 수밖에 없다. 이처럼 중국은 한국의 손을 결코 들어주지 않고 있다.
미국 역시 겉으로는 한국 정부를 전폭 지지하는 것 같지만 속을 뜯어보면 꼭 그러지만도 않다.
미국은 북한을 제재하기 위한 독자적인 조치와 한미동맹 차원의 조치를 언급하고 있고, 곧 실행할 예정이다. 그러나 유엔 차원의 대응에 대해 미국은 '한국이 안보리에 회부하면 지지하겠다'는 말만 할 뿐, 주도적으로 나서겠다는 약속을 하지 않고 있다. 또 천안함 침몰과 북한의 관계에 대해서도 미국은 '북한이 저질렀다'라는 표현을 쓰는 대신 '북한의 소행이라는 한국의 조사 결과를 지지한다'는 간접화법을 고수하고 있다.
정부가 대북 조치 발표 1주일도 못돼 머뭇거리는 태도를 보이는 것은 이같은 국내외적 상황을 고려한 것으로 분석된다. 그밖에, 심리전을 자제해 달라는 개성공단 업주들의 요구도 정부의 발걸음을 더디게 하고 있다.
"힐러리가 본 천안함 보고서, '우렁각시 정부'가 만들었나"
정운찬 "정부 보고서 아니다"…최문순, 미국에 공식 답변 요구
그간 야당은 "정부가 미국에는 400쪽 분량의 상세한 보고서를 주면서 야당에는 달랑 보도자료만 줘 놓고 정부 발표를 믿으라고 한다"고 정부를 공격해 왔는데, 그 보고서가 우리 정부가 만든 것이 아니라는 것이다.
이런 정 총리의 주장에 대해 이석현 민주당 의원은 "그렇다면 클린턴 장관이 거짓말을 했단 말이냐"며 "우리 정부 뒤에 우렁각시 정부가 또 있는가 보다"고 꼬집었다.
'400쪽 보고서'의 존재 논란 가운데 최문순 민주당 의원은 이날 주한 미국 대사관에 공문을 보내 "클린턴 장관이 언급한 보고서는 어디로부터 제공받거나 열람했는지 밝혀달라"고 공식 요구했다.
"'우렁각시' 정부가 또 있거나 클린턴 장관이 허위 사실 유포했거나"
클린턴 장관은 지난 5월 26일 방한해 "400쪽에 달하는 (천안함) 조사 보고서는 매우 철저하고 상당히 전문적이며 매우 설득력 있다"고 언급한 바 있다. 이 발언은 국내에서 쏟아지는 천안함과 관련된 각종 의혹에도 불구하고 미국 정부가 한국 정부의 조사를 신뢰한다는 것을 공식적으로 밝힌 것으로 해석됐다.
그런데 클린턴 장관이 '보았다'는 보고서에 대해 우리 정부는 '모른다'는 입장이다.
김태영 국방부 장관이 최근 국회 천안함 특위에 출석해 "보고서 존재 여부에 대해 클린턴 장관에게 물어보라"고 언급한 데 이어, 정운찬 총리도 이날 외교·통일·안보 분야 대정부 질문에서 "국방부는 물론이고 어느 부처에서도 400쪽 보고서를 작성하거나 미국 등에 제공한 사실이 없다"고 말했다.

이석현 의원은 "정부가 만들지 않았다면 우리 정부 뒤에 '우렁 각시 정부'가 또 있거나, 클린턴 장관이 허위 사실을 유포했다는 말이냐. 미국 정부에 항의해야 하는 것 아닌가"라고 따져 물었지만, 정 총리는 "(미국 정부에 대한 항의는) 검토해보겠다"고만 했을 뿐이었다.
천안함 특위에도 속해 있는 최문순 의원은 이날 미국 정부에 공개 질의서를 보냈다. 최 의원은 "우리 정부는 만든 적이 없다 하니, 400쪽 보고서는 존재하지 않는 보고서이거나 미국 측 조사단이 따로 보고서를 만들어 미국 정부에 제출한 것으로 추정된다"며 "클린턴 장관의 발언은 외교적으로도 대단히 중요하며 한국 내 정치상황에서도 민감함 시점에 언급된 만큼 공식 답변을 해 달라"고 요구했다.
김태영 국방 "25명 징계대상자 가운데 형사처벌 대상 없다"
지난 11일 천안함 특위에 출석해 감사원의 조사 결과에 대해 강한 불쾌감과 불신을 드러냈던 김태영 장관은 이날 대정부 질문에서는 "감사원의 조사 결과를 기본적으로 존중한다"며 한 발 뒤로 물러났다.
하지만 김 장관은 여전히 "징계 대상자 25명 가운데 12명은 기소해야 한다는 감사원장의 주장에는 동의하기 어렵다"고 주장했다. 김 장관은 "(감사원의 지적을 받은 사안 가운데) 형사적으로 문제 삼을 것은 거의 없다"고 덧붙였다.
또 사퇴 여부에 대해서도 김 장관은 "나는 사의를 표명했으니 임명권자가 결정할 일"이라는 말을 반복했다. 김 장관은 "합참의장이 사직서를 냈고 수습할 일이 많다"며 "북한의 위협이 있는 상태여서 여러 조치를 해야 한다"고 덧붙였다.
이석현 의원은 이런 김 장관에게 "북한의 위협은 상시적으로 존재하는 만큼 그게 문제가 되면 그만둘 날이 없다"며 "사의를 표명했으면 나오지 말아야 한다"고 몰아붙였다.

베트남 하노이에서 23일 개막한 아세안지역안보포럼(ARF)에서 남.북.미.중이 정면 격돌했다.
이날 오전 하노이 국제컨벤션센터(NCC)에서 열린 ARF 외교장관 회의 리트리트(Retreat:자유토론)에서 우리측 대표인 유명환 외교통상부 장관은 북한에 대해 "천안함 도발행위를 명확하고 진실되게 시인하고 사과하라"며 "한반도의 평화와 안정을 저해할 수 있는 어떤 도발행위도 자제할 것을 촉구한다"고 말했다.
유 장관은 또 "북한은 국제사회의 촉구를 무시하고 핵개발을 지속하고 있고 한국에 대해 도발과 위협을 계속할 수 있다"면서 "북핵 문제는 6자회담을 통해 포괄적이고 근본적으로 해결해야 하며 그러려면 북한이 비핵화를 위한 진실된 입장을 밝혀야 한다"고 강조했다.
이에 대해 북한 박의춘 외무상은 우리측의 사과요구에 대해 "적반하장"이라며 "공정하고 객관적인 조사가 선행돼야 한다"며 "천안함 문제는 아직까지 완전히 규명된 것이 아니며 진상을 객관적으로 밝혀내기 위해 검열단 파견을 요청했지만 한.미 양국이 이를 거부하고 있다"고 주장했다.

중국 양제츠 외교부장은 "천안함 문제는 유엔 안보리 의장성명이 발표된 만큼 이제 페이지를 넘겨야 한다"며 국면전환을 주장하고 "6자회담을 조속히 개최해야 한다"고 밝혔다.
4시간여 동안 진행된 이날 회의에서 27개 회원국의 상당수가 천안함과 북핵문제를 거론했으며 대부분 유엔 안보리 의장성명의 내용을 지지하고 한국 정부와 국민들에 대해 애도를 표했다고 외교 당국자가 전했다.
북한 대표단의 대변인 격인 리동일 외무성 군축과장은 회의장 밖에서 기자들과 도어스텝(약식 기자회견)을 갖고 "많은 공격무기를 장착한 조지워싱턴호가 참가한 이상 한미연합훈련은 더 이상 방어훈련이 아니며 북한에 대한 또 하나의 적대 행위로 서 조선반도는 물론 아시아 지역의 안정에 대한 중대한 위협"이라며 "미국의 군사조치에 대해 물리적 대응이 있을 것"이라고 밝혔다.
그는 천안함 사태와 관련, "(한국이) 사죄를 운운하며 또 책임을 뒤집어 씌우려고 시도했다"고 지적한 뒤 "천안함 사건은 진상이 아직 밝혀지지 않았다"면서 "우리에게 책임을 뒤집어 씌우는 것은 절대 용납 못한다"고 강변했다.
힐러리 클린턴 미국 국무장관도 기자회견을 열고 "ARF에서 참가국 대표들에게 유엔 안전보장이사회 결의 1874호의 완전하고 투명한 이행을 촉구했다"면서 "북한이 국제사회의 의무를 이행하도록 압박해야 한다"고 밝혔다.
클린턴 장관은 이어 "북한에 대한 문은 항상 열려 있다"면서 "북한이 5년전 비가역적(irreversible) 비핵화 약속을 지켜 한반도의 완전한 비핵화를 이룬다면 우리는 기꺼이 북한과 대화하고 관계 정상화를 위한 협의할 용의가 있다"고 말했다.
의장국인 베트남은 이날 오전부터 의장성명 초안을 회람시킨 뒤 최종 문안을 놓고 남.북한을 상대로 막판 조율작업을 진행중이며 이날 저녁 또는 24일 오전 의장성명을 공식 채택할 예정이다.

Clinton urges N.Korea to avoid provocative actions
TALLINN, April 23 (Reuters) - U.S. Secretary of State Hillary Clinton said on Friday that North Korea should not take provocative actions following allegations it may have sunk a South Korean ship, and should resume talks on ending its nuclear programs.
"We have said time and time again that the North Koreans should not engage in provocative actions, and that they should return to six-party talks," she told reporters at a NATO foreign ministers' meeting in Estonia.
South Korea on Friday gave the clearest signal to date that it had no plan to launch a revenge attack if it turns out, as widely suspected, that North Korea sank one of its navy vessels last month near their disputed border. [nSGE63M08C]
The reclusive North says it had nothing to do with the downing of the Cheonan, which sank after an explosion, killing 46 sailors. A South Korean military intelligence report leaked to the local media said the North had almost certainly torpedoed the ship. [ID:nTOE63L04C]
