If this device was purchased directly from Samsung then it won't be in our database and our servers won't know to approve an unlock request coming from this device. I will need to file an escalation to have the device added to our database and whitelisted for unlock. Those requests can take up to a week to process. I will follow up with you next Friday to confirm that has happened. You can test those settings periodically if you'd like. As soon as they whitelist the device, that process will work.
